Was appointed as a special adviser to the Bar Council on the Corporate Manslaughter Bill (2005) Described as “Mr Manslaughter”, he successfully defended a local authority charged with corporate manslaughter.
Ron Carlee
As County Manager, Mr. Carlee was confronted with the terrorist attack on the Pentagon in his first year. As the senior civilian responsible for the local actions, Mr. Carlee led the Arlington Emergency Operations Centre and the inter-agency response.
Donald F Kettl
Following September 11th, public officials everywhere promised that the nation would learn the painful lessons the terrorist attack taught. But Hurricane Katrina not only revealed that we have failed to learn, it also showed that we have yet to build the capacity to deal with costly, wicked problems that leave little time to react.
Lucy Easthope
The concept of “recovery” and the most effective ways “to recover” are now regularly explored and this debate has been enhanced by national guidance in this area. Lucy has been conducting an ongoing ethnography of a local community recovering from a devastating flood and contrasting this with experiences from a number of other events, plus good practice and doctrine available internationally.
